1st abstain doesn't drop policy

The Students' Union has work with the submitter on this to understadn why they submitted this idea. If an idea is not passed at a council then it can be resubmitted, this gives the submitter the chance to add more information or alter the idea so it better suits students needs.
The submitter of this idea is happy for this not to go to council as this policy is not needed.
this is to propose that, if abstian is the outcome of a vote and it the 1st abstian, it is hold until next council instead of being dropped. If at next council it has not passed other councils and abstian is the outcome agian it then can be dropped. I prosping this so if council think they need more time or information there away to hold it.
